The parts you're referring to belong to the Choke assembly. When you pull out your choke knob to start your cold engine, you're temporarily restricting the airflow through the carburetor to richen the mixture for starting.
That spring is the return spring for the choke rod, and the plate holds everything onto the carb. Put it back and don't fool with it.

JB is absolutely right...don't remove or adjust anything you don't understand unless you have a Clymer Manual that shows you exactly what you're doing! I bought my manual one month before I bought my Savage, and I read every section thoroughly. I now feel confident about servicing my LS650!
